Countering the Financing of Terrorism Training Programme for Malaysia: Advanced CFT Course (Series 2) was held from May 9 to May 11, 2023, in Kota Kinabalu. The three-day programmed was co-organized by SEARCCT and the United Nations Office on Drugs and Crime (UNODC), the programme aimed to enhance the knowledge and technical capacity of government officials in preventing, detecting, and disrupting terrorist financing. The course covered various modules, including financial analysis and investigations, trends in virtual currencies, advanced open-source investigation techniques, cooperation with the private sector, business modeling, financial auditing of terrorist networks, and case studies.
This programme was attended by 24 Malaysian participants from various Ministries and Agencies such as the Ministry of Defence, Royal Malaysia Police, Ministry of Foreign Affairs, Ministry of Finance, and others.
The training programme provided participants with comprehensive knowledge and practical skills in countering the financing of terrorism. The module on financial analysis and investigations focused on tracking and disrupting terrorist financing networks, while the module on trends in virtual currencies explored the implications of cryptocurrencies in terrorist financing. The module on advanced open-source investigation techniques equipped participants with tools to leverage open-source intelligence, and the case study exercises allowed them to apply their knowledge to real-world scenarios.
Participants commended the trainers for their expertise, facilitate interactive discussions and ability to share practical insights. The collaborative learning environment facilitated active participation and peer learning. The training was tailored to the local context, allowing participants to address country-specific challenges and contribute effectively to countering terrorism financing efforts. At the end of the programme, participants developed working relationships and networks while expressing satisfaction with the content and quality of the speakers.
