INTEGRATING TECHNICAL AND LEGAL FRAMEWORKS TO COUNTER BIOLOGICAL WEAPONS THREATS 10-13 July 2023 SHERATON IMPERIAL HOTEL, KUALA LUMPUR

The Integrating Technical and Legal Frameworks to Counter Biological Weapons Threats programme was held at the Sheraton Imperial Hotel, Kuala Lumpur from 10 to 13 July 2023. The four-day programme was co-organised by SEARCCT and the U.S. Department of State’s Office of Weapons of Mass Destruction Terrorism (WMDT), in cooperation with subject matter experts from the Pacific Northwest National Laboratory (PNNL).
This programme was attended by twelve (12) participants comprise officers from the Royal Malaysia Police (RMP), National Security Council (NSC), Attorney General’s Chambers (AGC), Department of Chemistry, Academy of Sciences, Atomic Energy Licensing Board (AELB), Malaysian Maritime Enforcement Agency, Fire and Rescue, SEARCCT, Ministry of Science, Technology and Innovation of Malaysia (MOSTI). Mr. Yong Thain Foh, the Director of the Planning & Training Division, SEARCCT delivered the closing remarks, expressing his heartfelt gratitude to WMDT and PNNL for their collaboration.

The 4-day program consisted of four main themes, namely introduction and overview, current technologies for CTCP investigations, implementation of technology, and policies to maximize the benefits of technology.

The workshop provided participants with comprehensive knowledge in term of technical and legal prespective to Counter Biological Weapons Threats. Participants appreciated the organizers’ efforts to tailor the training to the local context. This approach allowed participants to explore country-specific challenges and develop strategies relevant to their own contexts.

By providing the flexibility to adapt course materials, the training empowered participants to address the unique dynamics of technical and legal frameworks in their respective agencies and contribute effectively to national and international efforts in countering biological weapons threats.

At the end of the program, participants developed working relationships and networks. They expressed satisfaction with the content and quality of the speakers and expressed their anticipation for a Regional Workshop in the near future.
