As part of Malaysia’s commitment to enhancing national resilience against
terrorist financing threats, the Southeast Asia Regional Centre for Counter-
Terrorism (SEARCCT), Ministry of Foreign Affairs, successfully organised
the Counter Terrorism Financial Investigation Course – Basic 1/2025
from 22 to 24 April 2025 in Miri, Sarawak.

The three-day course aimed to build the capabilities of frontline officers from
enforcement and regulatory agencies in detecting, investigating, and disrupting
terrorism financing activities. The initiative was supported by expert facilitators from key national agencies including the Ministry of Home Affairs, Royal Malaysian Police, Royal Malaysian Customs Department, Attorney General’s Chambers, Securities Commission Malaysia and Bank Negara Malaysia.

Throughout the training, subject matter experts emphasized the importance of
adopting a whole-of-government and whole-of-society approach in countering
terrorism financing, underpinned by effective legislation, capacity-building,
intelligence sharing and public-private partnerships.
The opening and closing ceremonies were officiated by Datin Paduka Nur Ashikin Mohd Taib, Director General of SEARCCT and Supt Yong Thain Foh, Director of the Planning and Training Division. Certificates of participation were awarded to all attendees in recognition of their commitment to strengthening national and regional counter-terrorism efforts.
This foundational course reflects Malaysia’s ongoing efforts to address
the evolving threat of terrorism financing and supports national and regional
priorities in security, governance and financial system integrity.
