Active Shooter Response in Terrorism Incidents

SEARCCT, the Naval Criminal Investigative Service (NCIS) and Pulapol Kuala Lumpur conducted a workshop on “Active Shooter Response in Terrorism Incidents” at Pulapol KL Simulation Centre from 5 to 8 August 2019. The workshop was attended by 21 police officers from four different departments, ranked from Corporal to Superintendent Police. The departments involved were Crime Prevention and Community Safety Department, Special Forces Unit, 69 Commando, and Weaponry Unit.

            The programme was designed for patrol officers who would be the front-liners to respond to an active shooter or any other type of violent crime.  It was not designed for hostage negotiation situations, or special weapons and tactics situations. 80% of the classes were practical and exercises on various types of skills to address terrorist incidents.

Lectures were conducted by NCIS Specialists based in Singapore and Malaysia. The topics include:

ii.         Rapid Response

iii.        Apprehension

iv.        Introduction to Improvised Explosives

v.         Tactical Communication

vi.        Active Shooter Crime Scene

vii.       Active Shooter Weapons Fundamentals

viii.      Contact Team Movement

ix.        Active Shooter Rescue Team Movement

x.         Bleeding Control

xi.        Penetrating Chest Wounds

Upon completion of the Active Shooter Response program, the participant obtained the necessary knowledge, skills, and abilities to function as a member of an Active Shooter Response Team.
