Director General's Message


Dear visitors,

Welcome to the website of the Southeast Asia Regional Centre for Counter-Terrorism (SEARCCT), Ministry of Foreign Affairs, Malaysia.  

SEARCCT, since its establishment in 2003, has grown to become one of the leading Centre of excellence in capacity building and research programmes in the field of counter-terrorism in the region. In almost a decade of its existence, the Centre has conducted a total of 112 programmes with the involvement of more than 3500 participants from various government agencies including uniformed bodies and civilians, foreign governments as well as local and international organisations. In the year 2012 alone, SEARCCT had successfully conducted 16 training and capacity building programmes, including a new programme entitled ‘Countering Violent Extremism’ that has garnered a very positive response.

On the research side, we have embarked on several new research projects namely, undergraduates radicalisation, terrorist rehabilitation and terrorism financing. We have published a monograph entitled Reaching the Youth: Countering the Terrorist Narrative written by Mr. Thomas K. Samuel, and will soon publish a monograph on the Al Jemaah Al Islamiyah written by Mr. Kennimrod Sariburaja. This will be followed by SEARCCT’s Selection of Articles 2013 which is a compilation of articles on terrorism and counter-terrorism written by both local and foreign experts.

In addition, the Centre also conducts public awareness programmes such as the SEARCCT  ‘University Lecture Series’, the SEARCCT ‘Public Lecture Series’ and the SEARCCT  ‘Looking Back Lecture Series’. In 2012, SEARCCT’s public awareness programmes have managed to engage approximately 1400 participants.  These programmes are aimed at creating awareness amongst the various segments of society on terrorism and counter-terrorism issues.

It is my hope that the year 2013 will not only see SEARCCT having  greater cooperation with other relevant government agencies as well as local and international organisations, but also greater engagement with the public on terrorism and counter-terrorism related matters,.

In line with this, the relaunch of a more vibrant, fresh and interactive website is hoped to serve as a firm platform for mutual cooperation and networking amongst regional and international organisations as well as the civil society in the field of counter-terrorism.  

Lastly, I would like to take this opportunity to thank you for visiting our website and I hope that the information and resources provided will be able to shed light on the work done by SEARCCT and to help enhance knowledge and promote understanding in the field of counter-terrorism.
